Freelancing in the Philippines

The Philippines is one of the three largest seller countries on Upwork and the home of the virtual assistant industry. Freelancers here work almost entirely in English, get paid mostly through Payoneer and PayPal, and deal with the Bureau of Internal Revenue from the first invoice. This page sets out the structure, with a rate calculator in pesos.

What the data says about Philippine rates

Published figures from sources dated within the last two years. Each row names what kind of number it is, because a job board's paid rates and a government wage survey measure different things. Unless a row says otherwise, the bands are rates paid to workers hired through OnlineJobs.ph, in its April 2026 guide.

Virtual assistant$3–5 an hour beginner ($480–900 a month), $6–9 mid-level ($800–1,100), $10–12 experienced ($1,200–2,000). A survey of 1,385 job applications gives a median asking rate of $714 a month, rising to $804 after seven years.
Web developer$6–9 beginner ($500–1,000 a month), $7–14 mid-level ($1,000–1,500), $15–22 experienced ($1,500–3,000).

The wider picture

A national survey of 1,500 gig workers in March and April 2025 found 29 percent earning under ₱15,000 a month, 55 percent between ₱15,001 and ₱50,000, and 15 percent above ₱50,000. Income is unstable for most of them, with 46 percent seeing their monthly total move by 10 to 30 percent and only 21 percent calling it steady. That survey covers ride-hailing and delivery work alongside online freelancing, so read it as a floor for the country rather than a reading on any one profession.

For employed staff, the government wage survey put the average monthly wage for full-time time-rated workers at ₱21,544 in 2024, with information and communications the highest paying of 78 industries at ₱43,676. Those are in-house salaries and they do not carry a freelancer's own costs, so they work as background rather than as a rate to charge.

Getting paid in Philippines

Payoneer and PayPal are the two common channels. PayPal is unusually well connected to Philippine banks and to GCash for cashing out, which is why many freelancers keep it despite the fees. Wise is used for lower fees on larger transfers. Upwork also pays out directly to a local bank in pesos. Run your usual invoice through the payment fee comparison to see what each route actually leaves you.

Frequently asked questions

Is the 8 percent option better than graduated rates?

Often, for freelancers with few deductible expenses, because it replaces both income tax and the percentage tax with one flat rate on gross receipts above ₱250,000. If your expenses are high, the graduated rates with deductions can win. Decide before the year starts, because the choice cannot be reversed for that year.

Do I really have to register with the BIR?

Yes. Self-employment income has to be registered and declared, and registration is also what lets you issue official receipts to clients who ask for them.

What is the cheapest way to get paid from abroad?

It depends on the amount. PayPal is convenient and links to GCash but has the highest total cost; Wise and Payoneer usually leave more in your account. The fee comparison tool shows the difference on your real numbers.

How much should I set aside for tax?

Use the simple mode of the tax set-aside calculator with your effective rate (8 percent of gross above the threshold if you took that option). Its US mode does not apply to the Philippines.
